Battlestar Galactica (and the Cylons) were a 1978 TV series. Star Trek (and the Borg) didn't get together until the 1986 Next Generation episodes. So if you consider malevolent mechanical critters to be all the same the Cylons preceded the Borg by 18 years. However menacing machines have been a standard feature of science fiction for many years (even before Star Trek) and the idea could have come from many sources. As an example Dr. Who's Daleks or Fred Saberhagan's Berserkers.

There are few overlaps between the two sets of villains - Borg are a hive mind grown and changed by grafting human and artificial bits together, the Cylons (at least in the original Galactica) were essentially robots with independent capacities.
