I looked up tire size for a 2013 standard Outback 215-70/16. Answer clearly is "no". You cannot put 17" tires on 16" rims. The Outback Premium uses 225-60/17. If you put the smaller tires with the 55 aspect ratio your speedometer will read higher than your actual speed.
