In 1872 women were still disenfranchised (couldn't vote) in most of the USA. In their 1871 convention, the National Woman Suffrage Association decided to encourage their members to attempt to vote and when refused, to appeal their denial under the 14th Amendment. Section 1 of that amendment says, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.
