Items with Absorb Health enchantments can be spawned as random loot, given you are a high enough level to find this enchantment. The most powerful Absorb Health enchantment absorbs 25HP per hit, and the weapon is called "(weapon type) of The Vampire".

The Blade of Woe, the Nightingale Blade, Keening, the Wabbajack, the Dwarven Black Bow of Fate and the Staff of Magnus.

The Blade of Woe can be obtained by completing the main questline for the Dark Brotherhood.

The Nightingale Blade is awarded when the player rises far enough through the Thieves Guild and meets the Nightingales.

Keening, a dagger which played a part in the disappearance of the Dwarves, absorbs 10 Health, Magicka and Stamina per hit. It has no charge, and can therefore be used indefinitely.

The Wabbajack is the Daedric artifact of Sheogorath, the Daedric Prince of Madness. It has a random effect when used on an NPC, one of which is health absorption. It can be found by completing the quest "The Mind of Madness", which begins when the player talks to the madman wandering through Solitude.

The Staff of Magnus is an immensely powerful artifact which is found through the main questline of the College of Winterhold. It absorbs 20 Magicka per second, and once the target has none left, it will absorb Health instead.

Finally, the Dawnguard DLC gave us the Dwarven Black Bow of Fate, which can be found at the end of the Dwemer ruin Kagrumez. It has a 50% chance of absorbing Health, Magicka and Stamina (independently) from the target.

There isnt really a "best weapon" in Skyrim, as of yet. In Oblivion the Umbra sword was possibly the best weapon in the game, but in Skyrim due to the fact that you can level one handed and 2 handed independent of each other, one persons best weapon could be another's waste of space

Go to the steward of the hold in which you want to build the house. You can only buy land in Falkreath, Dawnstar, and Morthal. Ask them to buy a house and they should offer you a plot of land.

Also before you start the game open the Data Files in the Launcher, and make sure that Hearthfire is checked.

Your character's parents never appear, you're free to imagine them however you wish. The only time it's even vaguely relevant is when someone asks you about your family in Dawnguard's content, and you have a choice of replies such as "I can't wait to see them again", your character's background is your own choice.
