These are only rumors & not confirmed, but it is rumored that you can get Secret Bonus B by doing 1 of 2 things:

Either lap every racer 2x & then win -OR- play 1 Player mode with split screen vs. computer & beat the computer.

The 2nd one sounds a bit too easy & the 1st one sounds EXTRA SUPER HARD!! Again, these are ONLY RUMORS. I've gone through only 4 or 5 search pages on Google & still haven't found an answer other than this yet. Maybe the creators of the game are the only ones who know for sure.
