Since silver certificates have not been produced since the 1960's, I assume that you're asking about a privately issued ingot that is cast in the shape of a dollar bill. I would guess that it is worth its bullion value (silver as of October 9, 2007 is $13.45 per troy ounce).

Currency paper is composed of 25% linen and 75% cotton. Red and blue synthetic fibers of various lengths are distributed evenly throughout the paper. Prior to World War I the fibers were made of silk. These synthetic fibers are to ensure that paper currency is very hard for counterfeiters to reproduce.

"Silver certificates" in circulated condition might be worth a small premium to a collector (i.e. on the order of $6 for a $5 silver certificate), but the bill you have is at least 5 years too late for that (the last series of $5 silver certificates was 1953A, and printing of those ceased in 1963).

You'd need to go back to roughly 1929, when US bills were noticeably larger in size, for a circulated bill to be worth significantly more than face value.

Also, FWIW, a bill's serial number almost never affects its value unless the number is somehow "interesting", e.g. 0000002 or 123456789, and then the bill would only be of interest to a specialty collector.

In any case, low-denomination FRNs from the 1970s are still very common among collectors and usually don't have any extra value if you got one in change. Uncirculated ones may be worth a couple of dollars extra.

"Barr notes" have an undeserved reputation for rarity because Joseph Barr served as Treasury Secretary for only about a month at the end of the Johnson administration. However, notes bearing his signature were printed in large quantities before new ones were prepared for Nixon's administration.

As a result Barr notes are common among collectors. As of 02/2009 U.S. Currency Auctions lists a fair market value of an uncirculated Barr note at only $2.00. Many sellers on eBay are under the mistaken impression that these bills are rare - or are trying to play off others' lack of knowledge - and are attempting to charge highly inflated prices.

$2 bills were printed as red-seal United States Notes up till 1963, and as standard green-seal Federal Reserve Notes starting in 1976.

Federal Reserve Notes do not have any precious-metal backing, as did silver and gold certificates. Their acceptance is based solely on the common agreement among (most) citizens that they represent a valid form of payment for goods and services.

That motto was added to bills starting in the late 1950s so your bill is not an error, it's just too early to have the motto.

Regardless of the series letter, a circulated 1953 $5 silver certificate is worth (at retail) face value to $8 depending on its condition.

Bills printed since 1990 have special security features:

Hold the bill up to a bright light. A real bill will have a vertical security thread to the left of the portrait which reads "USA FIFTY". This thread cannot be duplicated by the printing techniques commonly used by counterfeiters. The thread on newer bills will also glow if held under a black light. Finally the bill will have a watermark image of U. S. Grant in an oval area to near the bill's edge.

It's more difficult for older bills because they have fewer security features. In any case

the feel of the bill will be totally different from ordinary paper, and will contain many tiny red and blue threads that are visible under close examination. Also the printing will be sharp and well-defined. In particular the "teeth" on the seal will be evenly-spaced and sharply pointed.
