For the music you can make the voices of the singers or speakers of the video static or some sort of strange voice. You can also make the voices slow and low or high pitched and strange. These are just a few things you can do on Sony Vegas.

Using Adobe Premiere Elements (I assume you have this as you have a prel file) go to "Share" then "Personal Computer". Once there, select "MPEG". This will save you the file in this format.
