I don’t think he was evil before he went to the Dark Forest. Was he a good cat? Not really, we can see this in his violent nature. Did he deserve to be sent to the Dark Forest? No, there have been worse cats sent to Starclan. People often use Thistleclaw‘s actions in Spottedleaf’s Heart to justify him being sent to the dark forest. Like I said before, worse cat have been sent to Starclan, besides, Spottedleaf’s heart is just an absolute mess of bad writing.
Him ending up there could have just been weird writing, bias in Starclan, or, he may have simply chosen to go there.
However, after being sent to the Dark Forest, I do believe he became evil. We can see this exemplified in his action from there foward.
