Hi, um anywhere there is a lake with a course and a boat launch. If you want to travel somewhere to water ski and live in the States or Canada Florida is loaded with ski clubs and lakes south Carolina is good too and California. If you are really up to traveling and seeing amazing sights go to Australia or Europe. The thing about finding water is do some research. Get water ski magazines. They have tons of suggestions.

What speed do you water ski at?
There are a few different speeds to go while water skiing, depending on what you are doing. If you are just going on two skis at a beginner's pace you will want to go about 20-30 mph. If you are Solomon skiing (one ski, advanced) you will have you go a bit faster, about 30-35 mph. But if you are barefooting (very advanced skiers only) you will want to travel at about 40 mph at least.
If you are a beginner I would spend no more than 350$ on a wakeboard. Get either a liquid force or hyperlite. Just a basic simple model. The length of the board depends on the weight of the rider.

I would say a 132-136 would be the average size board. It isn't so important that the size is exact for beginners. Now getting a pair of bindings that will fit everyone is the hard part. I would just goto a store that sells wakeboards and try them on.
