You can't write a message on someone else's message board if you are blocked. Though, if you did manage to write a message on someone's board, there is no way to know if they read it or received it or not.

First, someone would have to have a reason to click your name to go to your message board. For example, you write an answer to someones question, and they want to say thank you or something. Right now, I have no idea what your user name is, so there is no way for me to leave you a message. Now if you wrote on your own message board, it well just sit there unless somehow, someone: A) Clicks on your name, and B) They click on "Message user," to leave you a message. Your message board is mostly for people to leave you a message. I hoped this helped you. Enjoy the day/evening.
This was one of a couple of bugs in the old message board layout. If you deleted your own posts, it might say in your contributions that you deleted from someone else's board. Also, if a supervisor deleted something from your board, you might still get the credit. However, these scenarios are not possible anymore.
Depending on the error, it could either mean that someone posted before you got a chance to, or possibly, the message board could have been protected. If you get a yellow message, and there is no box to type, then it means that the message board was protected. If you are able to click the post button, but then it pops up a screen asking you to edit the board, then it means that someone posted before you.

Just delete the message, as long as it's yours. You cannot delete an entire message board, as the message board is permanent and cannot be removed. Just delete your message and move on, because it's the only way you can do it without trying to offend someone.
You can't really get people to read your message board. Someone would have to have a reason to go to your message board. Just to find it, they would have to see your name and click on it, or hit "reply" on their own message board [provided you left them a message]. The message board is mostly for people to leave you a message. But you can use it to write yourself a reminder, or a note, or saying you'll be gone for a while, in case someone does visit, things like that.
The message board is a place where contributors can talk and get to know each other. Therefore, if someone had a reason to talk about Pokemon, they have the rights to.
