Lots of things can cause a curly tail in a cat. An injury, a disease process, or a unique set of genetics that came together in that particular cat.
To figure out the cause its best to figure out if there are any deformities to the bones or cartelidge and that's best done by an experience cat person or a vet.
If the cat carrys its tail curled but can relax it and let it go straight, congrats! You probably have one of the few cats with a complex set of genetics that created the "American Ringtail" breed. They are most common on the west coast of the US all the way up through Canada. They do however show up in the Midwest, the UK, Australia and in several breeds of purebred cats as well.
