remove the small covers at the end of the wiper arms where the meet the body there is a bolt to tighten there are plastic swivels that break on the actuator arms that are hooked between the motor and wipers.
Ensure proper function of arms that connect motor to wiper blades. Also ensure there are no loose screws or any other obstructions that may block path of wiper arms.
CHECK THE FUSE FIRST. IF THE FUSE IS FINE, THEN YOU HAVE TO REPLACE THE WIPER MOTOR ITSELF
A fan motor has two parts namely rotor and stator. In a table fan blades are attached to rotor and its movement appears to be clockwise. In a ceiling fan, blades are attached to stator so blades appears to be moving anti clockwise.

it depends if it caused by the motor or just the blades. The blades and your windscreen might need a good clean - gently wipe the blades with a soft cloth.
the impeller are the fan blades themselves.
They could be stuck together if it's real old, or the blades aren't connected properly to the engine.
