The answer depends on where you live. In the United States, there are many states in which it is illegal to pierce someone who is not yet 18 years of age, while other states do not have such restrictions and laws in place.
Regardless of these restrictions, many piercers will perform piercing on minors, provided they get their parents along for the procedure or if they can furnish some written consent from their parents.
However, if you are under 18, it may be best to wait till you become an adult to get a piercing as your body may not be ready before such time. Before you reach adulthood, your body is continually developing and growing, and a piercing that you get in your growing years may well look very different after a few years. Thus, the advice to wait till after the age of 18.
In Canada you only need to be 16, you need two pieces of id, a licence and a debit or credit card with your name on it, or your birth certificate. Some places will not pierce you "below the belt" if you are under 18, but that isn't all places.
Not in Europe, or at least, not in most European countries. I'm living overseas now, and I know for a fact that you can be 16, and get body piercings without any trouble. My sister got her nipples done, why I have no idea, before she legally became an adult, and she broke no laws. I myself got my belly button done when I was 15. US is a different matter though.
