I tried putting the file under a file that the library is supposed to look in and automatically transfer, but when I hit OK it said files found: 60, files added: 0. What do I have to do to add these files?

Open Winamp Media Library
Right click on PLAYLISTS
Choose IMPORT PLAYLIST FROM FOLDER
Point to folder
Click OK
Waalaa, all your playlists in Winamp
In your Media Library (If you use it) the songs will have a playcount in the section where individual songs are listed. You may have to adjust the size of the other categories to see playcount

A PHP file is not a media file, so winamp (and so any other media player) cannot play that file.
