If the picture is of low quality or you're just curious, you can show a different picture on the globe by clicking on the Historical Imagery tab at the top (looks like a clock) and sliding the tab up or down.

As for updating the Google Earth application Google does some auto-updates if that feature is enabled. Best to simply download the latest version from Google's web site and it will overwrite the previous version if it's newer. Note your saved places "favorites" will *NOT* be overwritten if you install a newer version of Google Earth. The latest version is listed in a related question.
As for updating the imagery and data in Google Earth, Google updates the data it owns on a regular basis. Base map imagery updated once or twice a month and "live" traffic/weather data on a hourly basis.
In Google Earth select Add > Image Overlay in the menu then select an image file to overlay onto the ground.
You can set the transparency level and position the image on the map.

Google Earth's photographs come from satellite images, and aerial photographs which were taken by airplanes. Google is constantly updating the photo's resolution to ensure the highest quality photos.
There are multiple ways to print the current view from Google Earth. The built-in way is pressing the print short-cut (e.g. Ctrl-P on Windows) or select Print option in File menu. This will print the map panel only. If if want to print the sidebar and whole Google Earth display you need to take a screen capture of the screen and paste the image from the clipboard into an application to print it.
The background satellite and aerial imagery are updated by Google as often as twice a month and Street View on its own schedule. Whenever you start Google Earth you get whatever imagery is available. Google's layers (weather, traffic, photos, etc) are updated on a per-layer basis. Google refreshes these layers on its own schedule.
KML content on the other hand depends whether the KML feed you opened with Google Earth is 1) a NetworkLink in which case it will auto-refresh and get the latest updates or 2) the KML content is static and copied to your saved places once when you first downloaded it. If you right-mouse click on a folder that is a 'network link' then the 'refresh' option will appear in the pop-up. Likewise, the URL to the feed will appear in the Properties dialog along with a Refresh tab with update options.
If KML content in your saved places is a static snapshot (one-time copy) then it's up to you to go back to the originator of that KML source and see if it has changed. Most dynamic sources provide a network link to the source to auto-update so you don't have to do this manually.
You can change your altitude or elevation in Google Earth by zooming in or out of the map. You can either use the scroll-wheel on your mouse or press PageUp/PageDown keys to zoom in/out.
