How do you get outside hydrants to provide water without running a faucet in house to reduce pressure in tank and turn on the well pump?

Reset the pressure switch to energize (close) at a higher pressure. I would increase it 10# for starters.
Ans 2 - That won't do it. The only way is to feed the outside hydrants from the pressure tank.
