Reset the pressure switch to energize (close) at a higher pressure. I would increase it 10# for starters.
Ans 2 - That won't do it. The only way is to feed the outside hydrants from the pressure tank.
If that happens, you are running them at too high of a pressure. Consult the pressure recommendations printed on the sidewall.
The first thing to check is that the outside unit is running. That the compressor and the Fan is running. If they are running, then have the Freon pressure in the system checked. You may be low on coolant.
With no engines you can't. Engines provide power and thurst as well as cabin pressure. The APU is a back up generator and can provide power when engines are lost.

Central sequential electronic fuel injection key on not running pressure should be 55 to 61 psi. Engine running at idle pressure should decrease 3 to 10 psi.
