With the engine fully warmed up and running, open the hood and locate the two heater hoses. Feel each heater hose with your hand or use a infrared temp gun. If one hose is hot and the other is warm or cold I would suspect a plugged heater core. Try flushing it. If both hoses are almost equally as hot I would suspect a temp blend door problem. If both hoses are only warm I would suspect a faulty thermostat. Replace it.
If applicable, be sure the cabin filter is clean.

me heater has been acting up in the extreme cold lately and i have to "jump start it lol" by turning it on then flipping the indoor outdoor control a few times and then it kicks in... i assume the flap is messed up
On my 2002 VW Passat it is automatic. I just set the temperature, and leave it on auto and the AC or the heater kicks in depending on what's needed to get to that temperature.
The relay is located under your hood against the firewall, there is 2 relays there, one is the heater blower and the other is your fuel pump relay. The one closest to the drivers side fender is the fuel pump relay. Both relays are the same, so, you might try swapping them and see if your pump kicks on. T. Mergenthaler
