No. It was Dutch smugglers who were upset over the cost of the British tea. The British had lowered the tea which made the Dutch tea higher in cost. Historically the Sons of Liberty have been credited with this action. It was part of a larger protest regarding unfair taxation. While smugglers likely were involved, there can be no doubt colonists who were against taxation were involved.

Your question got me thinking so I looked it up. The numbers vary depending on the source. They range from 30-130. The official BostonTeaParty site has a listing of 116 names. I doubt if historians know the true number, but I would guess the BostonTeaParty site is probably the closest in number than any you would get. At least, they have a list of names.
