Bad idea...and here's why: Local pool professionals make their profit on the sale of the liner to you, and not much on the installation, while ALL THE RISK OF THE JOB IS IN THE INSTALLATION. It may not fit correctly; he may inadvertently tear it while installing (they're not made of titanium, after all) and have to replace it at his cost, etc. So the installer must "pad" his fee for these contingencies. In effect, you're asking him to take all the risk for a minimal fee, and if he's smart, he's simply going to refuse to do that. In general, local pool companies/professionals detest Internet sales companies, and refuse entirely to install their products bought by "saavy" pool-owning internet shoppers. So next time, be a good client and buy from the guy who's going to do the dirty work.
Yes but its not recommended. You would have to replace the liner very soon. I have a customer who spent almost 60 grand on a pool were the liner was placed over concrete and now 4 years later she is spending almost 6 grand to replace the liner and redo the pool with vermiculite. Best bet is to refinish the pool with either gunite or vermiculite pool crete and then put in the liner. A liner can last ten to fifteen years before having to be replaced and then when it is replaced, it looks like a brand new pool.

These would be steel walled, aluminum walled ect type pools. a new liner can be installed with help of one to two people for around $1000.00 dollars for average sized pool say 12x36 foot. With care a liner should last about 7-10 years.

Offer to pay for a pressure test of the system's plumbing as well as a dye test of any lights and steps underwater. If he can find a system leak or a light or stair leak then it's not the liner job. If he can't...

The answer is no. Vinyl liner pools and the concrete deck around the pool are constructed with "concrete receptor coping". The concrete deck is poured into the receptor coping which at the very bottom has was is called a "bead receptor". The vinyl liner at the top has what we call a bead, used to install the liner into the bead receptor. Because there is, and can be, only one bead receptor, a second liner cannot be installed.

You need to remove the old liner. Leaving the old one will cause the new one to retain moisture between the layers and rot the new vinyl and rot the walls of the pool.
