It doesn't matter how old you are you just have to be a certain height. A child must be at least 4.9 to sit in the back without a booster seat. I checked an official website and they all say different things. All I found was Texas and one for the UK. The Texas websites said that it depends on the manufacturer of the car. Most suggest that you be 5 feet tall. However once you are 13 you may sit in the front regardless. This is a very confusing law because they also say that you must be 95 LBS. In some places and some say that weight doesn't matter. For accurate information you should ask your doctor the next time that your child has a well checkup. I let my 5 year old sit in the front and nobody has stopped me before, so I guess it's fine. I'm always careful when she does only because of the airbags and safety.

I think you should be at least 5 feet tall, but there is no law for height. There is only a law for age, but it's a state law so it's different everywhere. For example, if you live somewhere where the state law is you have to be 14 (This is off the top of my head but in NJ its 12) and you travel to NJ (New Jersey) where it is 12, and you're thirteen, then you can sit in the front.
