For only 11/16" I really don't think it matters. Pouring concrete flush will make it easier if you decide to cap the drain, as the right plug will sit flush with the floor.

Q: If your drain is sticking up 11.16 off the cement floor and the top part of your drain screws into the bottom half should you pour the concrete to the top of the first piece or leave some room?
