There is no "official" Book of Secrets, but in order to be secret of course there couldn't be. However, it is tradition for when a new president is inaugurated, and before the former president leaves, the former president is supposed to write the old president a letter. The tradition has been accomplished with every single president, and is basically supposed to allow former presidents to help prepare the new presidents for what they are about to endure. The letters are also said to include "anything the new president needs to know". Which could be secrets, and other classified information along those lines. It is not known whether those letters have been compiled into a book form or whether the new president keeps it for himself, but there at least is something along the lines of what was described in the movie.
