This is way too complicated for a simple answer, and the best we can do is a half-hearted "maybe". It depends on context and how precise the speaker/writer is trying to be.

Historically, the Britons were Celts, a Gaelic people, while the those living in England were descendants of the Angles, a Germanic people. In that sense, no, the British and the English were distinct people with distinct languages. At this stage there were no English, just Angles who lived in the geographic area we now know as England.

Three home nations combined to form Great Britain; Scotland, England and Wales. These three nations have no international standing and are not recognised as States in their own rights as they have no sovereignty. Ergo, if you hail from any of these 3 nations then you are British. Northern Ireland combines with Britain to form the United Kingdom. If you are from any of these 4 nations then you are a UK citizen, but NI nationals are not British.

The last paragraph is obviously inflammatory and 'wrong'. Let's start with the fact that neither Ireland nor Northern Ireland have ever been part of Great Britain. The latter are part of the United Kingdom and Eire have no association with either GB or UK.

Peoples from other nations may confuse English and British but this is not an excuse to state that they are "largely synonomous". Just because many people are ignorant doesn't mean we should just agree. Pages like this are to educate and inform, not just to state 'Oh well, so many people are wrong we may as well just roll with it'.
