Answer 1They very well could join the EU soon. With a more stable economy than ever, and with a more robust, rebuilt infrastructure, plus with all the oil, gas, and mineral exploration going on there, the EU would be stupid to not let them in.
Russia has more Natural Resources available than the USA, it was just never exploited because Russia, during its communist era, put nearly all its money into its military, neglecting the public sector and infrastructure--that is why it has taken that country so long to recover from their 80's reform.
With Putin currently at the helm IMHO they will be brought in. Besides, Germany and France and Italy (who is now in trouble) have had to foot the bill for Greece; the EU needs money and Russia has high value in resource trade.

In my opinion Russia will never (well, not in the foreseeable future) join the EU. Russia is just too big to join the EU.
The EU started out with the principle that large countries should not overrule small ones. All countries, all languages should have equal rights. Anything otherwise is going back to the bad old days. Russia has a similar population to the whole of the EU, and is many times larger. I cannot see Russia accepting a system where it has to accept the rules of smaller countries, or the smaller EU states accepting that nearly 50% of the seats in the European Parliament (and jobs in the EU institutions) go to one country.
Such lop-sidedness was one of the reasons for the breakup of the old USSR.
Also, Russia has many questions hanging over it about Human Rights, democracy and the rule of law.
What is more likely to happen is that Russia will have bilateral trade agreements with the EU.
The application itself does not do anything. If the application is accepted, then Turkey becomes part of the European Union, allowing for easier Turkish migration into Europe and a more complete free trade agreement between Turkey and other EU States.
