Are we talking about a 1997 - 3.1L OHV engine here? If so, it's a two step operation. First step is tighten the bolts to 89 in-lbs Second step is rotate the bolts an additional 30-degrees. Make sure that as you're tightening the bolts that the pushrods are sitting properly in the rocker arms and that the tabs on the bottom of the rocker arm pedestals are seating properly in the grooves milled in the head.
