An illegal marriage is when you marry a relative that is closely related. Such as brother, sister, first cousin, mother, father, aunt, uncle, grandparent.
An illegal marriage is one that has been falsely entered into by the use of fraudulent ID, Social Security numbers or other required documents to circumvent the laws of the state in which the marriage occurs.
When it relates to Immigration issues, it is a marriage that has been made to enable a non citizen to obtain permanent residency and citizenship. In the US a marriage based on such matters is a federal offense and all parties can face felony criminal charges.
(FYI, first cousins are allowed to marry in several US states.)
An illegal marriage is also one in which one or both of the parties are already married. A person can only be married to one person at a time in Western countries. A marriage must be dissolved by divorce before a person can marry again.

An illegal marriage is when the two people live together and are not legally married, but, in some States after a certain amount of time are considered married or, a bigamist who is married to more than one woman.

I don't understand your question. Marriage fraud to violate immigration law is illegal and a felony. It is illegal to marry someone to make them legal. It is not illegal to marry an illegal immigrant because you love them. It is not illegal for you to immigrate your illegal spouse...assuming that the marriage is legitimate. It is illegal to mar them.
