A turbocharger uses spent (wasted) exhaust energy to spin a compressor wheel, which forces more air into the combustion chamber in a process called forced induction. The process of FI allows a smaller displacement engine to maintain some semblance of fuel economy while still achieving a level of performance normally reserved for higher displacement engines. The two liter turbo of the 2nd generation (95-99) Eclipse/Talon was capable of 210hp, which is more than some v6s of the day, and the same maximum output of the 3 liter v6 that replaced it in 2000.
Popular applications usually involve engines smaller than 2 liters because of displacement based taxes in Europe and Asia, although some larger engines are also fitted with a turbocharger (the Subaru WRX and WRX STI being extremely popular examples).
