Japan attacked Pearl Harbor because the U.S. enacted an embargo on all oil supplies to Japan. The reason for the embargo is because Japan was invading China. The U.S. embargo cut-off 90% of Japans resources, which crippled their economy and most importantly military. Japan attacked Pearl Harbor for another important reason. Pearl Harbor was the home of the U.S. Pacific Fleet. Japan did not want the U.S. in the war because the U.S. at this time had the greatest Naval force. They concluded that if the Pacific Fleet was destroyed, Americans would feel de-moralized and not want to fight. Additionally, an attack on the Pacific Fleet would take the U.S. six months to recuperate and rebuild the Navy.
Japan's attack on Pearl Harbor in December of 1941 was motivated by several series of events in the years and months prior to the attack. Perhaps the most important event-series was the long, fruitless negotiation-talks between representatives of Japan and the United States. Also important, however, was the decision by the United States to place an oil embargo on the island nation. It should not be overlooked that Japan's desire to expand its imperial power and glory was itself an "event" that put Japan on the road to war.
The desire of the Japanese government to dominate Asia. They wished to eliminate any chance that the American fleet could be used to oppose them, but the result was just the opposite.
The need to surprise the US at a strong point and hit them while they werent expecting it before they got involved in the war.
