Roosevelt used the Lend-Lease Act to provide aid to the Allies without directly involving the United States in the war. The public would not allow a declaration of war despite Roosevelt's wish to get involved.
The United States practiced Neutrality at the beginning of the hostilities in Africa & Europe. FDR received numerous pleas fro help from a number of Countries that were involved early in the war. Because FDR felt he didn't have enough Congressmen behind him for a declaration of War, he came up with Lend-Lease, a way to bring America indirectly into the situation.
It wasn't until 7DEC1941 that Pres. Roosevelt was able to persuade Congress to grant a Declaration of War. That concerned Japan only; however 4 days later, Hitler declared War on the U.S. This put America on a war footing for the duration.
