Since Israel's modern inception in 1948, there have been a number of declared wars between Israel and surrounding countries, including at various times, Egypt, Jordan, Lebanon, Syria, and Saudi Arabia. There has never been a war between Palestine and Israel. The area now known as Israel was part of the area known as Palestine before 1948.

Since 1948, there is no Palestinian army, navy, air force, marines, SEALs, National Guard, or other regular military organization. There is also no Palestinian language, currency, or capital city, and no Palestinian country. The Palestinian people are a loose agglomeration of mostly Arab, mostly Muslim, people without a country, kept suppressed, without economic, political, or social rights, in "refugee camps", for over 60 years, for the political purposes of their ethnic and religious 'brothers' in the countries that border Israel. These people don't have the resources to conduct war against Israel, but the countries that keep them oppressed have, and have fought at least three major wars with Israel since 1948.

However, despite not having an army, Palestinians have directly engaged both Israeli civilians and soldiers in the Lebanese Civil War 1980-1982, both Intifadas (1987-1993, 2000-2005), and Operation Cast Lead (although admittedly that battle was terribly one-sided).
