For example it was not until 1860, the US Army recommended that one half of its bronze cannons be rifled. The results were not satisfactory. At the outbreak of the US Civil War, the basic smooth-bore cannon was the twelve pounder "Napoleon which had been introduced in 1856.The most commonly used cannons on both sides of the US Civil War were the ten pounder Parrot canon and what was known as the three inch ordnance gun. Although the cannons with rifled barrels had greater distance and more accuracy than the smooth- bore cannons, soldiers had more fear of the latter due to the larger size and its much larger "cannister" ordnance.

In the late 1850's the US War Department authorized a board of military officers to update the current manual on artillery that was created in 1845. The report was published in 1860 and among its officers were men who would become artillery commanders in the US Civil War. Henry H. Hunt would serve as an artillery commander under General McClellan and William F. Barry would serve under General Sherman. However, for the most part, there were no major changes to the older artillery manual.
