It formed in the northern Indian ocean under good environmental conditions, as most cyclones do, including warm sea surface temperatures, low wind shear, and an existing "disturbance"/circulation in the atmosphere. It continued to strengthen as the environment remained favorable, though it was not an extremely strong cyclone at its maximum nor at its landfall (despite being extremely deadly). it was the 7th strongest hurricane ever (wikipedia)

It was really just southern Burma that was affected.
