To change the distributor rotor on a1998 Honda Civic unplug the spark plug wires from the cap. Loosen the screws and remove the cap on the unit. Be sure to properly line the new cap on the distributor and install.
2001 Honda prelude distributor timing on 2.2
A '99 Intrepid doesn't use a distributor, so no cap and rotor.

take of the distributor cap and have someone bump the starter, if the cap does not turn, the timing belt has broke.

Assuming this is the 4.3L engine, the distributor cap would be found in the back of the engine on top. All the spark plug wires lead to it.
Unplug the wires going into the distributor cap, be sure you know which wire goes to which terminal or your car will not start if they are wrong. Remove the 3 bolts that hold the plastic cap to the metal distributor. Put the new cap back on, replace the bolts, and plug the wires into the appropriate terminal.
As your looking at the engine it is to the left of the distributor cap.
