The flasher module is about 2-3 inches below the headlamp switch. Remove the knee blocker from the instrument panel. Pull out the combination flasher slightly then unplug the flasher from the electrical connector. Remove the combination flasher. Use a Tridon Stant EP 27 Flasher or similar.
I just replaced mine yesterday. It is under the left side of the dash, there is a pink box (headlite/seatbelt buzzer), pull it out and right above it is 2 flashers, one for hazards and one for turn signals.
The flasher relay switch can be found beneath the drivers side dashboard, on your 2005 Chrysler. The flasher relay switch will be to the left of the brake pedal.

Yes you can but, you have to use the flywheel off of the 2002 engine on the 1998 engine other than that you just have to hook up the wiring harness off the 2002 onto the 98.
The 1998 VW Golf flasher unit can be found beneath the drivers side dashboard. The flasher unit relay switch will be above the gas pedal.
Without more details it is hard to give an answer. Key things to notice are: The engine turns over? The starter doesn't catch? The starter doesn't work?
