The driver's side left-end of the dashboard does not look like an access panel but it is. Open the driver's side door as far as it will go, and then look along the seam between the lighter and darker plastic and you will find a small hole into which you can insert a screwdriver. Gently pry the panel off. Inside the panel is a (not very clear and upside down) diagram for which fuse controls which electrical item (and of course the fuses themselves). Before replacing the mass air flow sensor (or MAF) on a 1998 Volkswagen Passat be sure to locate all of the air box bolts. The MAF is located inside the box. Once the box is open the MAF can be reached and replaced.
It's in the relay box under steering column. You can see it when you remove the fuse cover on the left side
you can always buy more, either from an auto store, but always from the dealer. The cover to the fuse box usually tells you what the fuses are and what amp they are.
