That is very difficult and probably impossible to say as racism has many forms and different degrees to which it is applied to those being discriminated against.
One state may have many racist, but not as much diversity so there isn't anyone to say they have experienced it so it isn't likely to be seen as a racist state. Another state may have much diversity, but there are many racists who keep their racism very covert to a point no one suspects them.
Though it may be easier to collect data from those state to state finding who feels they experience the most to least discrimination based on their race, it can be faulty because of the difficulties in distinguishing and defining racism.
