Speaking as a student studying this material, the textbook The American Promise: A History of the United States, (third edition) states that Germany suffered the most casualties, 2.2 million. Then Russia, with 1.9 casualties, 1.4 French, 900,000 British.

The Central Powers:
Germany: 900 000 - 1 700 000 Military deaths. 400 000 civilian deaths.
Austria Hungary: 1,100,000 military deaths. 400 000 civilian deaths.
Bulgaria: 87,500 military deaths. 100,000 civilian deaths.
Ottoman Empire: 771,844 military deaths. 2 000 000+ civilian deaths.
Allies:
Russia: 1 800 000 - 5 000 000 military deaths. 1,500,000 civilan deaths.
No-one would have dared to predict the casualties of World War One. When World War One was declared there were street celebrations in most of Europe's capital cities. No-one even envisaged trench warfare in August 1914 let alone the appalling casualties that occurred over 4 years of fighting. In August 1914, Ypres remained a fine example of a medieval city. By 1918, it lay in ruins and the surrounding land had witnessed death by the tens of thousands. The Somme and Verdun witnessed appalling slaughter. No-one could have predicted the horrifying consequences of modern weaponry being used together with out-of-date tactics. The grim figures 'speak' for themselves.

Russia suffered the most and I believe about 22 million Russians died or somewhere around that number, more of their citizens died as well because of they were so poor and starving to death
