Why were camps not located in Hungary Italy or Romania?

The large extermination camps were all in Poland because over half the Jews under Nazi control lived there. Romania, which was rabidly anti-Jewish, set up its own camps.

You mean concentration camps? I guess they needed to be in a central location in Europe and these countries aren't really.
