Most cars have electronically limited top speeds because their manufacture's don't want to get sued.

The limit usually corresponds to the speed rating of the tires the car comes with from the factory.

If this limit is exceeded, the tires can overheat, and explode.

Example: my 1995 Lexus LS400 is not limited, and hit roughly 170 mph with some modifications. I was running tires rated at 149 mph, and after a prolonged high speed run, my left rear tire literally exploded, taking with it a large chunk of bumper.

So there you have it. The OEM's don't want your tires exploding.
