Check the fluid level; if ok is there any chance someone could havetopped it off with brake fluid? (You can substitute Dexron Transmission Fluid but brake fluid is a WHOLE different critter). Or it could just be wearing out.
Your either low on power steering fluid or the pump is going bad.
Probably because power steering pump is low on oil or worn out.
Check the tension on the belt. A power steering pump will whine if there is too much belt tension, putting pressure on the side of the pulley.

Remove the belt for am your power steering pump. Remove the power steering pump hose. Remove the power steering pump retaining bolts. Reverse the process to install your new power steering pump.
