Because "NO" is the word that most people use to block their boundaries for important things. When a girl/woman says "NO" to a man that is making advances he could get into serious trouble if he goes over that boundary. If you tell a child "NO" to something such as to drinking alcohol, drugs, smoking, underage driving, etc... there are consequences to going over the "NO" boundary. No shouldn't be used as a word that people through around and then say they really do not mean it. It should be used for situations where there are consequences when stepping over that boundary.
