Wales is not a kingdom. The flag of the United Kingdom includes crosses representing England, Scotland, and Ireland, all of which were kingdoms in their own right prior to being United under the British crown.

Basically because it is represented by the English flag. The Union flag is composed of the flag of England (St. George's cross) the flag of Scotland (St. Andrew's cross) and Ireland (St. Patrick's cross) dating from 1801. When it's predecessor the flag of Great Britain was composed in 1707 between England and Scotland Wales was represented by the English flag. This was because Wales had been brought partially under English control in 1284 and full control in 1536. England and Wales were considered a single legal state under the laws in Wales act 1536. The current Welsh flag of a red dragon on a green and white background was not granted official status until 1959. The background of white and green dates back to Tudor times who held the English throne from 1485 to 1603 and the use of the dragon to at least the 9th century or earlier. In recent times since the Welsh have been given some devolved government and as the British Government has described the UK as composed off 4 countries there has been a suggestion that Wales be included into the Union flag. Various designs including a dragon in the middle of the flag and a St. Davids cross have been proposed.

Wales does want representation and they have proposed the flag with the original 1801 flag with a dragon in the middle and instead of the red diagonals (St. Patrick's cross - Northern Ireland) they would replace it with green. This is unfair to Northern Ireland because then it would kick them off of the flag.

Also Britain's Union Jack has been the official flag for over 200 years. It is a national symbol depicted on MANY flags. It is a symbol of Britain itself. Changing it would be a horrible decision.
