My 93 escorts fan comes on with the ac but not when the ac is off. Through troubleshooting I disconnected the ECT and the fan runs all the time. I'm thinking your ECT or wiring is defective. The ECT is the Electronic Temperature Control Sensor. It's located on the drivers side of the engine underneath the Air intake hose.Remove the hose and you'll see two sensors. The one with the single pin is for your temp gauge the other with two pins is the ECT that I unplugged. I measured the resistance and read about 12K ohms which varied with temp. You might want to put yours on an ohm meter and see what you get. I'm not sure if mine is good your bad, still trying to find more info on it. Good luck..
