it turns like a wingnut, but be careful older ones can be brittle and break while trying to open. if you are worried buy a new one before you start,they are cheap and may prevent being stuck with no fluid in radiator when you need to make a trip to buy parts. Please clarify: I turned it left a quarter turn meeting resistance. No fluid is coming out. Turn it farther or is it plugged up?

The radiator drain plug in 95 blazer is a plastic bolt with ears like a wing nut. It is usually on the radiator facing the engine.
its on the left hand side of the radiator but not very easy to get to My apology, it is a 1996 S10 Chevy Blazer instead of a 1999 Chevy Blazer. I need to see a picture or more detail of where the drain plug is located on the left side of the radiator. I have searched and searched and cannot find anything to drain with. Thanks, Linel
Should be at the bottom or rear of radiator
It should be located just below the lower radiator hose.
Drain the blazer radiator. Refill with water. Open the heat on high, start the engine for a few minutes. Drain the system again Repeat this several times to get all of the old coolant out.

Drain the radiator in the 1999 Blazer. Loosen the hose clamps at each end of the radiator hose. Gently twist the hose and pull the ends to break free. Replace with a new hose and clamps.

Assuming you are asking about the radiator coolant drain, it should be on the passenger side under the lower radiator hose. It should take a 1/4" square drive to open it.
