You need to have your carburetor rebuilt. The float is sticking. The float controls the amount of gas that goes into the carburetor. If it is not operating properly you will feel a hesitation during aceleration.

Is is the executive or legislative or judicial that tries cases under the laws?

To try a criminal case in a court of law you need a couple of things besides the accused and his/her lawyer. You need a judge and court system, which fall under the authority of the Judicial branch. You need a prosecuting attorney (district attorney, county attorney, etc.), and these lawyers get their authority from the Executive branch. In a town or city, these special lawyers would be part of the city government. The city, state, or federal government accuses somebody of having committed a crime. The Court system sees to it that the trial is held under proper obedience to the laws and rules, and also issues legal opinions including, sometimes, judgments of guilty or innocent. The accused brings in a third poweer-balancing factor, a lawyer who is a counterpart to the state's attorney. Technically the trial occurs on the judge's turf, and the decision is issued in the name of the Court, so if you have to have a single answer then it is the judicial that decides cases. The judge has great power in the courtroom.S/he can fine or otherwise discipline either the state's attorney or the defense lawyer. The judge instructs the jury, and can deal with any juror who breaks the rules. When a jury is not empanelled, the judge can decide whether the defendant is guilty or innocent. The judge can decide the penalty.

Why was the first democracy in Greece created?

Democracy was basically started off in Athens during the Classical Period (c.478-336 BC) in the city state (polis). Athenian democracy can be traced back to the reforms of Solon (584BC) who was a political leader and poet. He introduced a 4 stage citizan class system based on agriculture. Citizens qualified by virtue of birth and by landownership. Basically the more land you owned the more power you had, and only property owners could hold office in the public service during the time of Solon.
