either something shorted in the computer when re-connecting, or your grammar implies that you are trying to start it with no battery...which obviously would mean you should first re-connect the battery
Low voltage from the battery, can be caused by a faulty battery or an alternator that isn't functioning properly. Bad starter Corroded battery connections or other electrical connections.
On a 1995 Ford Aspire : If you stand at the front of the vehicle and look in the engine compartment the automatic transaxle fluid dipstick is in the area to the LEFT of your battery ( according to a drawing I was looking at of the engine compartment of a 1996 Ford Aspire )
Check the battery.
Fuel filter is located in the engine compartment, driver's side between battery and firewall. Follow the fuel lines.

try taking the cover off of your ignition and tap your ignition tumbler with a screwdriver while trying to start, because your tumbler may be sticking.

I would start by checking the battery and fuses.
Weak battery? Loose or corroded battery cable? Bad neutral or clutch safety switch? Bad ignition switch?
