clicking noise is the international sound of a discharge battery. just because the lights and radio works it don't mean that the battery has the amps to turn(crank) engine. a faulty "holding winding" on the starter solenoid may also show as that symptom.also check the neutral safety switch. try a headlight start test. turn on your head lights and crank your engine have someone look at the headlights while you crank if the headlights dim it would be a good indication of a discharge battery and or high resistance on the starting circuit. if no difference on the headlights the problem may be an open circuit.(most likely a bad ground)

I have a used '02 Cavalier. I finally figured out that the previous owner disengaged the automatic running lights. If I manually turn on the headlights when I start up, before the clicking sound stops, that little wrench light doesn't come on. If you turn on the headlights after the clicking, then you're stuck looking at the light. Hope that helps. The clicking is the computer registering a problem, the wrench on the dash is Service Vehicle. This goes hand in hand with the BCM, body contol module which monitors your lights, brake lights, headlights, etc. Check all of your bulbs and i can guarantee one is out.
Check the fuse for the headlights. It is probably open.

If some of the lights work on the car and some are just clicking, there may be a short in some of the electrical wiring. There may also be a problem with the electrical relays, fuses, or actual bulbs.
check the fuses - there is no fuse for the headlights.
Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.
