the driver side of the vechile has what is called a transmission. you can find one at a scrape yard and replace it. it is not the same as the transmission on your engine, but, that is what it is called. most people do not know this.
The back windshield wiper may not be working because there may be a short in the switch. It is best to have an auto mechanic look at it.

If you don't hear it running when you press the washer button the motor is probably burnt out.
I had the same thing on my 2000 Crown Vic PI and it was the motor.

There are a few things to check. First make there is washer fluid in the hold tank. Next check to see if the fuse is still good. Then, check for leak under the car when you turn on the washer fluid to make sure the hoses are not leaking. And finally, you can replace the windshield washer pump if it is bad. This is located at the base of the container holding the washer fluid. Hope this helps to some degree.

check the lid switch it is under the top of the washer and is usually activated by a pin attached to the lid of the washer
it sounds like a bad flasher which is directly behind the switch/button that is used to turn four ways on
If the windshield wipers won't turn off on a 2000 Chevy Blazer, check the wiper relay switch. This is usually located in the engine compartment fuse box on top of the battery.
A bad relay switch will cause the windshield wipers to not turn off. Replace the relay switch and the windshield wipers should turn off.
i put a new windshield wiper moter in and the fuses are fine but my wipers still wont work
