that means you could have a short or an open or high resistance in the wires. you would have to have someone look at them or get a digital multi meter and check it out if you know how to. if not just send it into a repair shop that you trust.
there is a switch on the shift linkage or transmission near linkage, it most likely just needs ajustment to made contact when in reserve, however in might be bad

Does it have trailer light wiring also? check that too.
A blown fuse would cause the hazard lights not to work on the 1994 Ford F150. It could also be blown bulbs causing the lights not to work.
Brake switch.
There is a backup light switch on the transmission.
use a test light or a multimeter to check for power at the tail lights, check bulbs.
Try replacing the hazard flasher. If that does not work, double-check to see that you have the proper bulbs and fuses installed for the brake lamp circuit.
