I'm having the same issue on the same year as yours. The fan does not work on any speed position in heat or cool modes. I was able to make the fan work by balancing the knob between two of the speeds. Thus, I need a fan switch. E-Bay has one for about $50 used. It is the fan and temp cluster. The more precise diagnostic would be to measure voltage at the motor on high speed which would be 12 to 14 volts approximate. No voltage = failed switch. Roadsterrick.

The 1999 Acura air-conditioner relay switch can be found in the fuse box. The air conditioner relay switch will be in the third column, second from the top.
In all probability it is the cooling fan switch. Before you replace it you need to check the fuses. The cooling fan switch is on the intake manifold.
